Evidently this Washington Post article contains information that may be news to someone, somewhere:

Judging from the blistering analyses in Time, Newsweek, and elsewhere these past few days, it turns out that Bush is in fact fidgety, cold and snappish in private. He yells at those who dare give him bad news and is therefore not surprisingly surrounded by an echo chamber of terrified sycophants. He is slow to comprehend concepts that don't emerge from his gut. He is uncomprehending of the speeches that he is given to read. And oh yes, one of his most significant legacies -- the immense post-Sept. 11 reorganization of the federal government which created the Homeland Security Department -- has failed a big test.

Besides the two seminal articles, stories in the New York Times, The Washington Post, the LA Times, and Time Magazine are mentioned. The latter supplies my favorite quote:

"Leaders were afraid to actually lead, reluctant to cost businesses money, break jurisdictional rules or spawn lawsuits. They were afraid, in other words, of ending up in an article just like this one."

Living Too Much in the Bubble?
A bungled initial response to Katrina exposed the perils of a rigid, insular White House. Inside Bush's plan to show he isn't isolated

President Bush was seated in the White House Situation Room, watching military and disaster officials beaming in from the Gulf Coast on the giant screen of his secure video- teleconferencing system. It had been nearly a week since Hurricane Katrina devastated New Orleans, ripping gashes in the Superdome and swamping homes up to their eaves. Bush, more fidgety than usual, was hearing a jumble of conflicting reports about the number of refugees in the Convention Center and the whereabouts of two trucks and trailers loaded with water and food. Furious, he interrupted and glared at the camera transmitting his image back to Mississippi. "I know y'all are trying as hard as you can, but it ain't cuttin' it," the Commander in Chief barked. "I wanna know why. We gotta do better."

This was not so much a moment of executive command as one that betrayed Bush's growing sense that his presidency was taking a beating too. A TIME poll conducted last week shows how badly it has been wounded: his overall approval rating has dropped to 42%, his lowest mark since taking office. And while 36% of respondents said they were satisfied with his explanation of why the government was not able to provide relief to hurricane victims sooner, 57% said they were dissatisfied--an ominous result for a politician who banks on his image as a straight shooter.

Longtime Bush watchers say they are not shocked that he missed his moment--one of his most trusted confidants calls him "a better third- and fourth-quarter player," who focuses and delivers when he sees the stakes. What surprised them was that he still appeared to be stutter-stepping in the second week of the crisis, struggling to make up for past lapses instead of taking control with a grand gesture. Just as Katrina exposed the lurking problems of race and poverty, it also revealed the limitations of Bush's rigid, top-down approach to the presidency. "The extremely highly centralized control of the government--the engine of Bush's success--failed him this time," a key adviser said.

The missteps on Katrina came at a crucial moment in Bush's second term, when his top legislative priority at home, Social Security reform, was already on life support and the war in Iraq was becoming a mounting economic and political burden. The Administration that had been determined to defy history and ward off the second-term curse--and early lame-duck status--by controlling the agenda and seizing opportunities appears increasingly at the mercy of events, at home and abroad.

And as if the West Wing were suddenly snakebit, his franchise player, senior adviser and deputy chief of staff, Karl Rove, was on the disabled list for part of last week, working from home after being briefly hospitalized with painful kidney stones.

Bush has always said the Presidency is about doing big things, and a friend who chatted with him one evening in July said he seemed to be craving a fresh mission even though the one he has pursued in Iraq is far from being on a steady footing. "He was looking for the next really important thing to do," the friend said. "You could hear him almost sorting it out to himself. He just sort of figured it would come."

But when it did, he did not immediately show that he sensed its magnitude. On the Monday that Hurricane Katrina landed and the Crescent City began drowning, Bush was joshing with Senator John McCain on the tarmac of an Air Force base in Arizona, posing with a melting birthday cake. Like a scene out of a Michael Moore mockumentary, he was heading into a long-planned Medicare round table at a local country club, joking that he had "spiced up" his entourage by bringing the First Lady, then noting to the audience that he had phoned Homeland Security Secretary Michael Chertoff from Air Force One. "I said, 'Are you working with the Governor?'" Bush recounted. "He said, 'You bet we are.'" But the President was not talking about the killer storm. He was talking about immigration, and the Governor was Arizona's.

The day after Katrina's landfall, Bush awoke in San Diego and just after 5 a.m. local time talked to an aide about the seriousness of the storm, then convened an emergency conference call of his top staff. He was scheduled to spend a few more nights at the ranch, but an aide said he blurted out, "We're going back." Bush also said he wanted Cabinet members recalled from vacations. At a Cabinet meeting last week, according to a participant, Bush said he knew he had "a big problem to solve."

From tarmac to Cabinet room, the President's performance was uneven at the very least, and associates say that can be explained by several factors. Some are specific to his CEO style, others endemic to second terms, but all of them came together in early September much like Katrina itself. The first was his elongated summer vacation: Bush upped to nearly five weeks his traditional month of working vacation at the Crawford ranch, a vacuum that always alarmed his aides because it gave others an opening for capturing the news agenda. While the staff agonized about whether he should try to head off mounting criticism of the Iraq war by meeting a second time with Cindy Sheehan to discuss the death of her soldier son, Bush rejected the idea, saying part of the job is to expect protesters wherever he goes and he needs to "go on with my life, to keep a balanced life."

In addition, former aides say there has always been enormous pressure on White House officials to take only the most vital decisions to Bush and let the bureaucracy deal with everything else. Bush does not appear to tap sources deep inside his government for information, the way his father or Bill Clinton did, preferring to get reports through channels. A highly screened information chain is fine when everything is going well, but in a crisis it can hinder. Louisiana officials say it took hours for Governor Kathleen Babineaux Blanco to reach Bush (although when she did, he talked to her soothingly, according to White House officials). "His inner circle takes pride in being able to tell him 'everything is under control,' when in this case it was not," said a former aide. "The whole idea that you have to only burden him with things 'that rise to his level' bit them this time."

A related factor, aides and outside allies concede, is what many of them see as the President's increasing isolation. Bush's bubble has grown more hermetic in the second term, they say, with fewer people willing or able to bring him bad news--or tell him when he's wrong. Bush has never been adroit about this. A youngish aide who is a Bush favorite described the perils of correcting the boss. "The first time I told him he was wrong, he started yelling at me," the aide recalled about a session during the first term. "Then I showed him where he was wrong, and he said, 'All right. I understand. Good job.' He patted me on the shoulder. I went and had dry heaves in the bathroom."

But as the Bush era begins to wane, some remaining aides lack the chops to set him right when he is off course. Several of his closest advisers--including Condoleezza Rice, Alberto Gonzales and Karen Hughes--have left the West Wing for Cabinet posts or jobs in other agencies. His chief of staff, Andrew Card, has never been mistaken for James Baker, the man who made a minor career out of setting Bush's father right. And Bush has filled a number of lesser spots around the government with political hacks and patronage candidates--most embarrassingly Michael Brown, director of the Federal Emergency Management Agency (FEMA), who was yanked from on-site supervision of Katrina on Friday.

"Katrina has shown the incredible weakness of the notion that you can have weak players in key spots because the only people who matter are in the White House," said a lobbyist who is tight with the Administration. "You can't have a Mike Brown at FEMA unless you can guarantee that there isn't going to be a catastrophe."

The result is a kind of echo chamber in which good news can prevail over bad--even when there is a surfeit of evidence to the contrary. For example, a source tells TIME that four days after Katrina struck, Bush himself briefed his father and former President Clinton in a way that left too rosy an impression of the progress made. "It bore no resemblance to what was actually happening," said someone familiar with the presentation.

Finally, if the Bush team initially missed the significance of a city with a majority of black citizens in peril, it may be because he has organized his presidency around a different segment of the population. Bush has governed largely from the right after winning the election decisively with his people on his issues, with few concessions to the center. Bush said at his re-election victory celebration that the new term would be "a new opportunity to reach out to the whole nation"--a pledge that now carries fresh urgency.

By late last week, Administration aides were describing a three-part comeback plan. The first: Spend freely, and worry about the tab and the consequences later. "Nothing can salve the wounds like money," said an official who helped develop the strategy. "You'll see a much more aggressively engaged President, traveling to the Gulf Coast a lot and sending a lot of people down there."

The second tactic could be summed up as, Don't look back. The White House has sent delegates to meetings in Washington of outside Republican groups who have plans to blame the Democrats and state and local officials. In the meantime, it has no plans to push for a full-scale inquiry like the 9/11 commission, which Bush bitterly opposed until the pressure from Congress and surviving families made resistance futile. Congressional Democrats have said they are unwilling to settle for anything less than an outside panel, but White House officials said they do not intend to give in, and will portray Democrats as politicking if they do not accept a bipartisan panel proposed by Republican congressional leaders. Ken Mehlman, the party's chairman and Bush's campaign manager last year, told TIME that viewers at home will think it's "kind of ghoulish, the extent to which you've got political leaders saying not 'Let's help the people in need' but making snide comments about vacations."

The third move: Develop a new set of goals to announce after Katrina fades. Advisers are proceeding with plans to gin up base-conservative voters for next year's congressional midterm elections with a platform that probably will be focused around tax reform. Because Bush will need a dynamic salesman to make sure that initiative goes better than his Social Security proposal, advisers tell TIME there is once again talk of replacing Treasury Secretary John Snow. There are no plans to delay tax cuts to pay for the New Orleans reconstruction or the Iraq war, and Bush is likely to follow through on his vow to veto anticipated congressional approval of increased federal funding for embryonic-stem-cell research.

The Katrina recovery plan, meanwhile, is expected to evolve. "Where's the Cathedral speech?" a friend asked in frustration a dozen days after Katrina hit, referring to Bush's address at the Washington National Cathedral on Sept. 14, 2001, when he asked "almighty God to watch over our nation and grant us patience and resolve in all that is to come."

It's coming, Bush's aides promise. And so are other big gestures. Aides say he is waiting until demonstrable progress is being made in the recovery of bodies and the delivery of checks. The solemn address is likely to link Katrina to the challenge of 9/11, as Bush has already started doing, and deliver his plan to deal with the aftermath and his reasons for being optimistic about the future of the Gulf Coast. In the meantime, Bush went before cameras to declare this Friday a National Day of Prayer and Remembrance for the victims of Katrina. And Republicans are also buzzing about the possibility that the White House will name a hurricane czar like Rudy Giuliani or Colin Powell, and announce a Marshall Plan--style recovery package, so that the nation can see the breadth of the government's overall commitment rather than have it dribble out piecemeal. Sources tell TIME that one idea being strongly considered is the creation of a body similar to the Lower Manhattan Development Corporation, which is what the New York state and city governments did to oversee the rebuilding of ground zero. The White House has begun talking to possible candidates to lead the effort, the sources say.

Dan Bartlett, counselor to the President, contends that the public will judge Bush on the future, not the past. "They want to know what happened," he said. "But they're more interested in how we're helping these people get back on their feet." Nonetheless, Bush, whose stump patter often includes a paean to maternal wisdom, is learning the hard way a lesson any mother could have imparted: you have only one chance to make a first impression. --With reporting by Perry Bacon Jr., Timothy J. How Bush Blew It
Bureaucratic timidity. Bad phone lines. And a failure of imagination. Why the government was so slow to respond to catastrophe.

Sept. 19, 2005 issue - It's a standing joke among the president's top aides: who gets to deliver the bad news? Warm and hearty in public, Bush can be cold and snappish in private, and aides sometimes cringe before the displeasure of the president of the United States, or, as he is known in West Wing jargon, POTUS. The bad news on this early morning, Tuesday, Aug. 30, some 24 hours after Hurricane Katrina had ripped through New Orleans, was that the president would have to cut short his five-week vacation by a couple of days and return to Washington. The president's chief of staff, Andrew Card; his deputy chief of staff, Joe Hagin; his counselor, Dan Bartlett, and his spokesman, Scott McClellan, held a conference call to discuss the question of the president's early return and the delicate task of telling him. Hagin, it was decided, as senior aide on the ground, would do the deed.

The president did not growl this time. He had already decided to return to Washington and hold a meeting of his top advisers on the following day, Wednesday. This would give them a day to get back from their vacations and their staffs to work up some ideas about what to do in the aftermath of the storm. President Bush knew the storm and its consequences had been bad; but he didn't quite realize how bad.

The reality, say several aides who did not wish to be quoted because it might displease the president, did not really sink in until Thursday night. Some White House staffers were watching the evening news and thought the president needed to see the horrific reports coming out of New Orleans. Counselor Bartlett made up a DVD of the newscasts so Bush could see them in their entirety as he flew down to the Gulf Coast the next morning on Air Force One.

How this could be—how the president of the United States could have even less "situational awareness," as they say in the military, than the average American about the worst natural disaster in a century—is one of the more perplexing and troubling chapters in a story that, despite moments of heroism and acts of great generosity, ranks as a national disgrace.

President George W. Bush has always trusted his gut. He prides himself in ignoring the distracting chatter, the caterwauling of the media elites, the Washington political buzz machine. He has boasted that he doesn't read the papers. His doggedness is often admirable. It is easy for presidents to overreact to the noise around them.

But it is not clear what President Bush does read or watch, aside from the occasional biography and an hour or two of ESPN here and there. Bush can be petulant about dissent; he equates disagreement with disloyalty. After five years in office, he is surrounded largely by people who agree with him. Bush can ask tough questions, but it's mostly a one-way street. Most presidents keep a devil's advocate around. Lyndon Johnson had George Ball on Vietnam; President Ronald Reagan and Bush's father, George H.W. Bush, grudgingly listened to the arguments of Budget Director Richard Darman, who told them what they didn't wish to hear: that they would have to raise taxes. When Hurricane Katrina struck, it appears there was no one to tell President Bush the plain truth: that the state and local governments had been overwhelmed, that the Federal Emergency Management Agency (FEMA) was not up to the job and that the military, the only institution with the resources to cope, couldn't act without a declaration from the president overriding all other authority.

The war in Iraq was a failure of intelligence. The government's response to Katrina—like the failure to anticipate that terrorists would fly into buildings on 9/11—was a failure of imagination. On Tuesday, within 24 hours of the storm's arrival, Bush needed to be able to imagine the scenes of disorder and misery that would, two days later, shock him when he watched the evening news. He needed to be able to see that New Orleans would spin into violence and chaos very quickly if the U.S. government did not take charge—and, in effect, send in the cavalry, which in this case probably meant sending in a brigade from a combat outfit, like the 82nd Airborne, based in Fort Bragg, N.C., and prepared to deploy anywhere in the world in 18 hours.

Bush and his advisers in his "war cabinet" have always been action-oriented, "forward leaning," in the favorite phrase of Defense Secretary Donald Rumsfeld. They dislike lawyers and sometimes brush aside legalistic (and even sound constitutional) arguments. But this time "Rummy" opposed sending in active-duty troops as cops. Dick Cheney, who was vacationing in Wyoming when the storm hit, characteristically kept his counsel on videoconferences; his private advice is not known.

Liberals will say they were indifferent to the plight of poor African-Americans. It is true that Katrina laid bare society's massive neglect of its least fortunate. The inner thoughts and motivations of Bush and his top advisers are impossible to know for certain. Though it seems abstract at a time of such suffering, high-minded considerations about the balance of power between state and federal government were clearly at play. It's also possible that after at least four years of more or less constant crisis, Bush and his team are numb.

The failure of the government's response to Hurricane Katrina worked like a power blackout. Problems cascaded and compounded; each mistake made the next mistake worse. The foe in this battle was a monster; Katrina flattened the Gulf Coast with the strength of a vengeful god. But human beings, beginning with the elected officials of the City of New Orleans, failed to anticipate and react in time.

Congressional investigations will take months to sort out who is to blame. A NEWSWEEK reconstruction of the government's response to the storm shows how Bush's leadership style and the bureaucratic culture combined to produce a disaster within a disaster.

Ray Nagin, the mayor of New Orleans, didn't want to evacuate. New Orleanians have a fatalistic streak; their joyful, jazz-blowing street funeral processions are legendary. After many near misses over the years since Hurricane Betsy flooded 20 percent of the city in 1965, longtime residents prefer to stay put. Nagin's eye had long been on commerce, not catastrophe. A former executive at Cox Communications, he had come to office in 2002 to clear out the allegedly corrupt old guard and bring new business to the city, which has not prospered with New South metropolises like Atlanta. During Nagin's mayoral campaign, the promises were about jobs, not stronger floodwalls and levees.

But on Saturday night, as Katrina bore down on New Orleans, Nagin talked to Max Mayfield, head of the National Hurricane Center. "Max Mayfield has scared me to death," Nagin told City Councilwoman Cynthia Morrell early Sunday morning. "If you're scared, I'm scared," responded Morrell, and the mandatory order went out to evacuate the city—about a day later than for most other cities and counties along the Gulf Coast.

As Katrina howled outside Monday morning and the windows of the Hyatt Hotel, where the mayor had set up his command post, began popping out, Nagin and his staff lay on the floor. Then came eerie silence. Morrell decided to go look at her district, including nearby Gentilly. Outside, Canal Street was dry. "Phew," Morrell told her driver, "that was close." But then, from the elevated highway, she began seeing neighborhoods under eight to 15 feet of water. "Holy God," she thought to herself. Then she spotted her first dead body.

At dusk, on the ninth floor of city hall, the mayor and the city council had their first encounter with the federal government. A man in a blue FEMA windbreaker arrived to brief them on his helicopter flyover of the city. He seemed unfamiliar with the city's geography, but he did have a sense of urgency. "Water as far as the eye can see," he said. It was worse than Hurricanes Andrew in 1992 and Camille in 1969. "I need to call Washington," he said. "Do you have a conference-call line?" According to an aide to the mayor, he seemed a little taken aback when the answer was no. Long neglected in the city budget, communications within the New Orleans city government were poor, and eventually almost nonexistent when the batteries on the few old satellite phones died. The FEMA man found a phone, but he had trouble reaching senior officials in Washington. When he finally got someone on the line, the city officials kept hearing him say, "You don't understand, you don't understand."

Around New Orleans, three levees had overtopped or were broken. The city was doomed. There was no way the water could be stopped. But, incredibly, the seriousness of the situation did not really register, not only in Washington, but at the state emergency command post upriver in Baton Rouge. In a squat, drab cinder-block building in the state capital, full of TV monitors and maps, various state and federal officials tried to make sense of what had happened. "Nobody was saying it wasn't a catastrophe," Louisiana Sen. Mary Landrieu told news-week. "We were saying, 'Thank you, God,' because the experts were telling the governor it could have been even worse."

Gov. Kathleen Babineaux Blanco, a motherly but steely figure known by the nickname Queen Bee, knew that she needed help. But she wasn't quite sure what. At about 8 p.m., she spoke to Bush. "Mr. President," she said, "we need your help. We need everything you've got."

Bush, the governor later recalled, was reassuring. But the conversation was all a little vague. Blanco did not specifically ask for a massive intervention by the active-duty military. "She wouldn't know the 82nd Airborne from the Harlem Boys' Choir," said an official in the governor's office, who did not wish to be identified talking about his boss's conversations with the president. There are a number of steps Bush could have taken, short of a full-scale federal takeover, like ordering the military to take over the pitiful and (by now) largely broken emergency communications system throughout the region. But the president, who was in San Diego preparing to give a speech the next day on the war in Iraq, went to bed.

By the predawn hours, most state and federal officials finally realized that the 17th Street Canal levee had been breached, and that the city was in serious trouble. Bush was told at 5 a.m. Pacific Coast time and immediately decided to cut his vacation short. To his senior advisers, living in the insular presidential bubble, the mere act of lopping off a couple of presidential vacation days counts as a major event. They could see pitfalls in sending Bush to New Orleans immediately. His presence would create a security nightmare and get in the way of the relief effort. Bush blithely proceeded with the rest of his schedule for the day, accepting a gift guitar at one event and pretending to riff like Tom Cruise in "Risky Business."

Bush might not have appeared so carefree if he had been able to see the fearful faces on some young police officers—the ones who actually showed up for roll call at the New Orleans Second District police headquarters that morning. The radio was reporting water nine feet deep at the corner of Napoleon and St. Charles streets. The looting and occasional shooting had begun. At 2 o'clock on the morning of the storm, only 82 of 120 cops had obeyed a summons to report for duty. Now the numbers were dwindling; within a day, only 28 or 30 officers would be left to save the stranded and fight the looters, recalled a sad and exhausted Capt. Eddie Hosli, speaking to a NEWSWEEK reporter last week. "One of my lieutenants told me, 'I was looking into the eyes of one of the officers and it was like looking into the eyes of a baby'," Hosli recalled. "It was just terrible." (When the AWOL officers began trickling back to work last week, attracted in part by the promise of five expense-paid days in Las Vegas for all New Orleans cops, Hosli told them, "You've got your own demons to live with. I'm not going to judge you.")

At emergency headquarters in Baton Rouge, confusion raged. Though more than 100,000 of its residents had no way to get out of the city on their own, New Orleans had no real evacuation plan, save to tell people to go to the Superdome and wait for buses. On Tuesday, the state was rounding up buses; no, FEMA was; no, FEMA's buses would take too long to get there ... and so on. On Tuesday afternoon, Governor Blanco took her second trip to the Superdome and was shocked by the rising tide of desperation there. There didn't seem to be nearly enough buses, boats or helicopters.

Early Wednesday morning, Blanco tried to call Bush. She was transferred around the White House for a while until she ended up on the phone with Fran Townsend, the president's Homeland Security adviser, who tried to reassure her but did not have many specifics. Hours later, Blanco called back and insisted on speaking to the president. When he came on the line, the governor recalled, "I just asked him for help, 'whatever you have'." She asked for 40,000 troops. "I just pulled a number out of the sky," she later told NEWSWEEK.

The Pentagon was not sitting idly. By Tuesday morning (and even before the storm) the military was moving supplies, ships, boats, helicopters and troops toward the Gulf Coast. But, ironically, the scale of the effort slowed it. TV viewers had difficulty understanding why TV crews seemed to move in and out of New Orleans while the military was nowhere to be seen. But a TV crew is five people in an RV. Before the military can send in convoys of trucks, it has to clear broken and flooded highways. The military took over the shattered New Orleans airport for emergency airlifts, but special teams of Air Force operators had to be sent in to make it ready. By the week after the storm, the military had mobilized some 70,000 troops and hundreds of helicopters—but it took at least two days and usually four and five to get them into the disaster area. Looters and well-armed gangs, like TV crews, moved faster.

In the inner councils of the Bush administration, there was some talk of gingerly pushing aside the overwhelmed "first responders," the state and local emergency forces, and sending in active-duty troops. But under an 1868 law, federal troops are not allowed to get involved in local law enforcement. The president, it's true, could have invoked the Insurrections Act, the so-called Riot Act. But Rumsfeld's aides say the secretary of Defense was leery of sending in 19-year-old soldiers trained to shoot people in combat to play policemen in an American city, and he believed that National Guardsmen trained as MPs were on the way.

The one federal agency that is supposed to handle disasters—FEMA—was dysfunctional. On Wednesday morning, Senator Landrieu was standing outside the chaotic Superdome and asked to borrow a FEMA official's phone to call her office in Washington. "It didn't work," she told news-week. "I thought to myself, 'This isn't going to be pretty'." Once a kind of petty-cash drawer for congressmen to quickly hand out aid after floods and storms, FEMA had improved in the 1990s in the Clinton administration. But it became a victim of the Iron Law of Unintended Consequences. After 9/11 raised the profile of disaster response, FEMA was folded into the sprawling Department of Homeland Security and effectively weakened. FEMA's boss, Bush's close friend Joe Allbaugh, quit when he lost his cabinet seat. (Now a consultant, Allbaugh was down on the Gulf Coast last week looking for contracts for his private clients.) Allbaugh replaced himself with his college buddy Mike Brown, whose last private-sector job (omitted from his official resume) had been supervising horse-show judges for the International Arabian Horse Association. After praising Brown ("Brownie, you're doing a heck of job"), Bush last week removed him from honchoing the Katrina relief operation. He was replaced by Coast Guard Vice Adm. Thad Allen. The Coast Guard was one agency that performed well, rescuing thousands.

Bad news rarely flows up in bureaucracies. For most of those first few days, Bush was hearing what a good job the Feds were doing. Bush likes "metrics," numbers to measure performance, so the bureaucrats gave him reassuring statistics. At a press availability on Wednesday, Bush duly rattled them off: there were 400 trucks transporting 5.4 million meals and 13.4 million liters of water along with 3.4 million pounds of ice. Yet it was obvious to anyone watching TV that New Orleans had turned into a Third World hellhole.

The denial and the frustration finally collided aboard Air Force One on Friday. As the president's plane sat on the tarmac at New Orleans airport, a confrontation occurred that was described by one participant as "as blunt as you can get without the Secret Service getting involved." Governor Blanco was there, along with various congressmen and senators and Mayor Nagin (who took advantage of the opportunity to take a shower aboard the plane). One by one, the lawmakers listed their grievances as Bush listened. Rep. Bobby Jindal, whose district encompasses New Orleans, told of a sheriff who had called FEMA for assistance. According to Jindal, the sheriff was told to e-mail his request, "and the guy was sitting in a district underwater and with no electricity," Jindal said, incredulously. "How does that make any sense?" Jindal later told NEWSWEEK that "almost everybody" around the conference table had a similar story about how the federal response "just wasn't working." With each tale, "the president just shook his head, as if he couldn't believe what he was hearing," says Jindal, a conservative Republican and Bush appointee who lost a close race to Blanco. Repeatedly, the president turned to his aides and said, "Fix it."

According to Sen. David Vitter, a Republican ally of Bush's, the meeting came to a head when Mayor Nagin blew up during a fraught discussion of "who's in charge?" Nagin slammed his hand down on the table and told Bush, "We just need to cut through this and do what it takes to have a more-controlled command structure. If that means federalizing it, let's do it."

A debate over "federalizing" the National Guard had been rattling in Washington for the previous three days. Normally, the Guard is under the control of the state governor, but the Feds can take over—if the governor asks them to. Nagin suggested that Lt. Gen. Russel Honore, the Pentagon's on-scene commander, be put in charge. According to Senator Vitter, Bush turned to Governor Blanco and said, "Well, what do you think of that, Governor?" Blanco told Bush, "I'd rather talk to you about that privately." To which Nagin responded, "Well, why don't you do that now?"

The meeting broke up. Bush and Blanco disappeared to talk. More than a week later, there was still no agreement. Blanco didn't want to give up her authority, and Bush didn't press. Jindal suggested that Bush appoint Colin Powell as a kind of relief czar, and Bush replied, "I'll take that into consideration." Bush does not like to fire people. He told Homeland Security Secretary Michael Chertoff to go down to Louisiana and sort out the various problems. A day later FEMA's Brown was on his way back to Washington.

Late last week, Bush was, by some accounts, down and angry. But another Bush aide described the atmosphere inside the White House as "strangely surreal and almost detached." At one meeting described by this insider, officials were oddly self-congratulatory, perhaps in an effort to buck each other up. Life inside a bunker can be strange, especially in defeat.

Now They Tell Us

Amid a slew of stories this weekend about the embattled presidency and the blundering government response to the drowning of New Orleans, some journalists who are long-time observers of the White House are suddenly sharing scathing observations about President Bush that may be new to many of their readers.

Is Bush the commanding, decisive, jovial president you've been hearing about for years in so much of the mainstream press?

Maybe not so much.

Judging from the blistering analyses in Time, Newsweek, and elsewhere these past few days, it turns out that Bush is in fact fidgety, cold and snappish in private. He yells at those who dare give him bad news and is therefore not surprisingly surrounded by an echo chamber of terrified sycophants. He is slow to comprehend concepts that don't emerge from his gut. He is uncomprehending of the speeches that he is given to read. And oh yes, one of his most significant legacies -- the immense post-Sept. 11 reorganization of the federal government which created the Homeland Security Department -- has failed a big test.

Maybe it's Bush's sinking poll numbers -- he is, after all, undeniably an unpopular president now. Maybe it's the way that the federal response to the flood has cut so deeply against Bush's most compelling claim to greatness: His resoluteness when it comes to protecting Americans.

But for whatever reason, critical observations and insights that for so long have been zealously guarded by mainstream journalists, and only doled out in teaspoons if at all, now seem to be flooding into the public sphere.

An emperor-has-no-clothes moment seems upon us.

The two seminal reads are from Newsweek and Time.

Evan Thomas's story in Newsweek is headlined: "How Bush Blew It."

"It's a standing joke among the president's top aides: who gets to deliver the bad news? Warm and hearty in public, Bush can be cold and snappish in private, and aides sometimes cringe before the displeasure of the president of the United States," Thomas writes.

In this sort of environment, Bush apparently didn't fathom the extent of the catastrophe in the Gulf Coast for more than three days after the levees of New Orleans were breached.

"The reality, say several aides who did not wish to be quoted because it might displease the president, did not really sink in until Thursday night. Some White House staffers were watching the evening news and thought the president needed to see the horrific reports coming out of New Orleans. Counselor Bartlett made up a DVD of the newscasts so Bush could see them in their entirety as he flew down to the Gulf Coast the next morning on Air Force One.

"How this could be -- how the president of the United States could have even less 'situational awareness,' as they say in the military, than the average American about the worst natural disaster in a century -- is one of the more perplexing and troubling chapters in a story that, despite moments of heroism and acts of great generosity, ranks as a national disgrace."

Among Thomas's disclosures: "Bush can be petulant about dissent; he equates disagreement with disloyalty. After five years in office, he is surrounded largely by people who agree with him. . . .

"Late last week, Bush was, by some accounts, down and angry. But another Bush aide described the atmosphere inside the White House as 'strangely surreal and almost detached.' At one meeting described by this insider, officials were oddly self-congratulatory, perhaps in an effort to buck each other up. Life inside a bunker can be strange, especially in defeat."

Mike Allen writes in Time: "Longtime Bush watchers say they are not shocked that he missed his moment -- one of his most trusted confidants calls him 'a better third- and fourth-quarter player,' who focuses and delivers when he sees the stakes. What surprised them was that he still appeared to be stutter-stepping in the second week of the crisis, struggling to make up for past lapses instead of taking control with a grand gesture. Just as Katrina exposed the lurking problems of race and poverty, it also revealed the limitations of Bush's rigid, top-down approach to the presidency. . . .

"Bush's bubble has grown more hermetic in the second term, they say, with fewer people willing or able to bring him bad news -- or tell him when he's wrong. Bush has never been adroit about this. A youngish aide who is a Bush favorite described the perils of correcting the boss. 'The first time I told him he was wrong, he started yelling at me,' the aide recalled about a session during the first term. 'Then I showed him where he was wrong, and he said, "All right. I understand. Good job." He patted me on the shoulder. I went and had dry heaves in the bathroom.' . . .

"The result is a kind of echo chamber in which good news can prevail over bad -- even when there is a surfeit of evidence to the contrary. For example, a source tells Time that four days after Katrina struck, Bush himself briefed his father and former President Clinton in a way that left too rosy an impression of the progress made. 'It bore no resemblance to what was actually happening,' said someone familiar with the presentation."

Allen has an exclusive look at the administration's "three-part comeback plan."

Part one: "Spend freely, and worry about the tab and the consequences later."

Part two: "Don't look back."

Part three: "Develop a new set of goals to announce after Katrina fades. Advisers are proceeding with plans to gin up base-conservative voters for next year's congressional midterm elections with a platform that probably will be focused around tax reform."

Allen also has this tidbit: "And as if the West Wing were suddenly snakebit, his franchise player, senior adviser and deputy chief of staff, Karl Rove, was on the disabled list for part of last week, working from home after being briefly hospitalized with painful kidney stones."

And remember the storyline of the CEO president who cut red tape and streamlined government?

John Dickerson writes in Slate how the much-celebrated creation of the Homeland Security Department, the embodiment of Bush's management style, is suddenly an epic tale of failure.

"They built an enormous agency from scratch, vowing to create the kind of shiny, swiftly clicking apparatus they envisioned for the government as a whole. Judging by the DHS response to Katrina, we can breathe a sigh of relief that they didn't expand their bureaucracy vendetta further."

Dickerson describes an interview in which White House Chief of Staff Andrew Card, who masterminded the reorganization, "described the process of creation with delight: He leaned off the sofa and grinned as he spoke, giddy at having been able to pedal so quickly past the usual government roadblocks. The defenders of the bureaucracy were so virulent, he had to put together a small team and they took their blueprints and drafting tools into the secure bunker underneath the White House."

Dickerson concludes: "We now know the solution has failed. In the coming months we'll have a chance to learn just how, and in how many different ways, that bureaucracy-free, executive-authority-channeling machine sprang its wires, and whether the architects share the blame with the operators."
Poll Watch

Howard Fineman writes for Newsweek: "Katrina's winds have unspun the spin of the Bush machine, particularly the crucial idea that he is a commanding commander in chief. In the Newsweek Poll, only 17 percent of Americans say that he deserves the most blame for the botched early response to Katrina. But, for the first time, less than a majority -- 49 percent -- say he has 'strong leadership qualities,' down from 63 percent last year. That weakness, in turn, dragged down his job-approval rating -- now at 38 percent, his lowest ever -- as well as voters' sense of where the country is headed. By a 66-28 margin, they say they are 'dissatisfied,' by far the gloomiest view in the Bush years, and among the worst in recent decades."

Marcus Mabry has more from the Newsweek poll. "[M]ost Americans, 52 percent, say they do not trust the president 'to make the right decisions during a domestic crisis' (45 percent do). The numbers are exactly the same when the subject is trust of the president to make the right decisions during an international crisis. . . .

"The president and the GOP's greatest hope may be, ironically, how deeply divided the nation remains, even after national tragedy. The president's Republican base, in particular, remains extremely loyal. For instance, 53 percent of Democrats say the federal government did a poor job in getting help to people in New Orleans after Katrina. But just 19 percent of Republicans feel that way. In fact, almost half of Republicans (48 percent) either believes the federal government did a good job (37 percent) or an excellent job (11 percent) helping those stuck in New Orleans."

A new Time poll finds Bush at an all time low 42 percent approval rating, with 52 percent disapproving.

Time's poll is the second one recently to chart a significant drop in presidential approval among Republicans. (See Friday's column about Bush losing his base.)

Accord to Time, since January, Republican approval has dropped from 91 percent to 81 percent; Democratic approval from 25 to 13; and indpendent approval from 46 to 36.

And 61 percent of those polled favor paying for hurricane relief by cutting back spending in Iraq.
The Breakdown

Anna Mulrine writes in U.S. News: "Who screwed up?

"The president's spinners dubbed it the blame game, but given the loss of life, the staggering incompetence at nearly every level of government, and the increasingly dire economic implications for the nation, much more than the usual political one-upmanship is in the offing."

Susan B. Glasser and Michael Grunwald write in The Washington Post: "As the floodwaters recede and the dead are counted, what went wrong during a terrible week that would render a modern American metropolis of nearly half a million people uninhabitable and set off the largest exodus of people since the Civil War, is starting to become clear. Federal, state and local officials failed to heed forecasts of disaster from hurricane experts. Evacuation plans, never practical, were scrapped entirely for New Orleans's poorest and least able. And once floodwaters rose, as had been long predicted, the rescue teams, medical personnel and emergency power necessary to fight back were nowhere to be found."

Eric Lipton, Christopher Drew, Scott Shane and David Rohde all write in the New York Times that " an initial examination of Hurricane Katrina's aftermath demonstrates the extent to which the federal government failed to fulfill the pledge it made after the Sept. 11, 2001, attacks to face domestic threats as a unified, seamless force.

"Instead, the crisis in New Orleans deepened because of a virtual standoff between hesitant federal officials and besieged authorities in Louisiana, interviews with dozens of officials show. . . .

"Richard A. Falkenrath, a former homeland security adviser in the Bush White House, said the chief federal failure was not anticipating that the city and state would be so compromised. He said the response exposed 'false advertising' about how the government has been transformed four years after the Sept. 11 terrorist attacks."

The Los Angeles Times reports: "Ultimately, the National Response Plan says the president is in charge during a national emergency, but it leaves it up to the White House to decide how to fulfill that duty. 'The president leads the nation in responding effectively and ensuring the necessary resources are applied quickly and efficiently,' the plan says."

And here's a telling anecdote from the LA Times: "On Friday, Sept. 2, four days after the storm, Bush headed for the disaster area on a presidential trip designed to show leadership and concern.

"At a meeting that morning, one aide said, the president expressed anger about the convention center. Say that in public, one aide reportedly urged. So Bush went out to the Rose Garden and grimly acknowledged for the first time that all was not well. 'The results are not acceptable,' he said.

"But the president appeared uncomfortable even with that much self-criticism. A few hours later, in Biloxi, he softened the message. . . .

" 'I am satisfied with the [federal] response,' Bush said. 'I'm not satisfied with all the results. . . . I'm certainly not denigrating the efforts of anybody. But the results can be better.'

"And Bush, who instinctively defends any aide who has been criticized in the media, made a point of praising FEMA chief Brown.

" 'Brownie, you're doing a heck of a job,' he said."

Time magazine concludes: "Leaders were afraid to actually lead, reluctant to cost businesses money, break jurisdictional rules or spawn lawsuits. They were afraid, in other words, of ending up in an article just like this one."

Edmund L. Andrews writes in the New York Times: "Republican leaders in Congress and some White House officials see opportunities in Hurricane Katrina to advance longstanding conservative goals like giving students vouchers to pay for private schools, paying churches to help with temporary housing and scaling back business regulation."

Jonathan Weisman and Amy Goldstein write in The Washington Post: "After the political tidal wave of 1994 swept conservatives into control of Congress, Republicans doggedly tried -- and repeatedly failed -- to repeal a Depression-era law that requires federal contractors to pay workers the prevailing wages in their communities. Eleven days after the deluge of Hurricane Katrina, President Bush banished the requirement, at least temporarily, with the stroke of his pen. . . .

"In another gain for the administration, a $51.8 billion relief bill that Congress passed on Thursday included a significant change to federal contracting regulations. Holders of government-issued credit cards will be allowed to spend up to $250,000 on Katrina-related contracts and purchases, without requiring them to seek competitive bids or to patronize small businesses or companies owned by minorities and women. Before Thursday, only purchases of up to $2,500 in normal circumstances or $15,000 in emergencies were exempt."
The Spoils of Disaster

Yochi J. Dreazen writes in the Wall Street Journal (subscription required): "The Bush administration is importing many of the contracting practices blamed for spending abuses in Iraq as it begins the largest and costliest rebuilding effort in U.S. history.

"The first large-scale contracts related to Hurricane Katrina, as in Iraq, were awarded without competitive bidding, and using so-called cost-plus provisions that guarantee contractors a certain profit regardless of how much they spend."

Reuters reports: "Companies with ties to the Bush White House and the former head of FEMA are clinching some of the administration's first disaster relief and reconstruction contracts in the aftermath of Hurricane Katrina.

Bush's Trip

Bush is wrapping up a two-day "fact finding" trip to the Gulf Coast today. I'll have more about it tomorrow.

The big question: Will Bush risk an encounter with any angry storm victims?

As Elisabeth Bumiller writes in the New York Times: "One prominent African-American supporter of Mr. Bush who is close to Karl Rove, the White House political chief, said the president did not go into the heart of New Orleans and meet with black victims on his first trip there, last Friday, because he knew that White House officials were 'scared to death' of the reaction.

" 'If I'm Karl, do I want the visual of black people hollering at the president as if we're living in Rwanda?' said the supporter, who spoke only anonymously because he did not want to antagonize Mr. Rove."

One quick note from pool reporter Mark Silva of the Chicago Tribune: While Bush spent last night aboard the USS Iwo Jima, "poolers were assigned to bunks aboard luxury Prevost touring buses. Men in one, women in another. The men's bus is fresh off The Anger Management Tour, which had featured Fifty Cent and Eminem."
Brownie Watch

David E. Sanger writes in the New York Times about just how it happened that White House spokesman Scott McClellan was still praising the work of Michael D. Brown, the head of the Federal Emergency Management Agency, hours after Brown's removal from day-to-day management of the hurricane was pretty much a done deal.

Sanger writes that "how the White House moved, in a matter of days, from the president's praise of a man he nicknamed 'Brownie' to a rare public reassignment explains much about fears within the administration that its delayed response to the disaster could do lasting damage to both Mr. Bush's power and his legacy. But more important to some members of the administration, it dented the administration's aura of competence. . . .

"Mr. Bush, his aides acknowledge, is loath to fire members of his administration or to take public actions that are tantamount to an admission of a major mistake. But the hurricane was different, they say: the delayed response was playing out every day on television, and Mr. Brown, fairly or unfairly, seemed unaware of crucial events, particularly the scenes of chaos and death in the New Orleans convention center."
Race and Poverty

Michael A. Fletcher writes in The Washington Post: "Hurricane Katrina has thrust the twin issues of race and poverty at President Bush, who faces steep challenges in dealing with both because of a domestic agenda that envisions deep cuts in long-standing anti-poverty programs and relationships with many black leaders frayed by years of mutual suspicion."

Bumiller writes in the New York Times: "From the political perspective of the White House, Hurricane Katrina destroyed more than an enormous swath of the Gulf Coast. The storm also appears to have damaged the carefully laid plans of Karl Rove, President Bush's political adviser, to make inroads among black voters and expand the reach of the Republican Party for decades to come. . . .

"But behind the scenes in the West Wing, there has been anxiety and scrambling -- after an initial misunderstanding, some of the president's advocates say, of the racial dimension to the crisis."
What the President Meant to Say

At another contentious briefing on Friday, McClellan addressed Bush's infamous declaration on a live television interview Thursday that "I don't think anybody anticipated the breach of the levees."

"What the President was referring to is that you had Hurricane Katrina hit, and then it passed New Orleans. And if you'll remember, all the media reports, or a number of media reports at that time, that Monday -- even all the way to the Tuesday papers, were talking to people and saying that New Orleans had dodged a bullet. So I think that's what the President is referring to, is that people weren't anticipating those levees, after the hurricane had passed New Orleans, breaching. Many people weren't. And you can go back and look at the news coverage at that time."
Internet Humor

Robin Abcarian writes in the Los Angeles Times: "In the picture, residents of New Orleans make their way through waist-deep water as President Bush stands next to his father, grinning and displaying a striped bass that he's just caught. 'Bush's vacation' is the caption of the photographic gag that has made its way around the Internet this week.

"In another doctored photo, the president strums a guitar and appears to be serenading a weeping African American woman holding a baby in front of the Louisiana Superdome.

"Perverse though it might seem, the juxtaposition of Hurricane Katrina's human costs with the perceived sluggishness of the federal government's response has proved to be a boon for political humorists -- particularly those operating in cyberspace, where dissemination is instantaneous."
